For National Federations

National TO Programmes

A shared responsibility: National Federations recruit and develop. iF3 educates, certifies and supports.

Proposed 2027 development framework. Presented to National Federations at the 2026 Annual General Assembly, and subject to the appropriate iF3 governance approval.

The case

Why we need to act now

Too few qualified TOs in several regions

We depend on a relatively small pool of experienced international officials.

International travel is increasingly expensive

Host budgets cannot routinely cover large travelling officiating teams.

Local capacity must grow

Without stronger national programmes, future championships remain vulnerable.

The opportunity

Every national competition can become a practical learning environment.
Shared responsibility

Who is responsible for what

Federations

National Federations: recruit and retain

Appoint a coordinator, attract candidates and provide practical competition experience.
iF3

iF3: educate and certify

Set movement standards, provide learning resources, assessments and mentoring.
Together

Together: develop quality

Share feedback, monitor progress and prepare officials for higher-level events.
A national programme

Five steps

The five steps to build a national TO programme, and where each one is done on this site.

  1. Appoint

Nominate one National TO Coordinator as the point of contact with iF3.

On this site: Your board or portal admins name the coordinator on Team & Access. The coordinator gets the Officials screen and confirms new candidates.

  2. Recruit

Identify suitable candidates from clubs, gyms, athletes and volunteers.

On this site: Share your recruitment link and QR code from the Officials screen. Every federation page also has a Become a Technical Official button that signs candidates up with your federation already chosen.

  3. Educate

Use iF3 training, standards, webinars and assessments.

On this site: The movement standards, iF3 courses, the officials' study materials and the online written test, all on the iF3 pathway.

  4. Practise

Provide supervised judging opportunities at national competitions.

On this site: Keep your national competitions on the championship calendar (Events & Calendar in your portal), so candidates and iF3 can see where officials gain experience.

  5. Develop

Evaluate, retain and advance officials through the iF3 pathway.

On this site: Follow each official's next step, certificates and championships on the Officials screen. Certified officials appear on the public officials register.

Practise: judging real heats, with experienced officials alongside, is how a candidate becomes a certified official.

Adapted to each federation

Realistic targets

Suggested starting target: 5 to 10 candidates

A development benchmark, not a universal compulsory quota.

Aim for at least five active trained TOs

Larger federations can build deeper national pools over time.

Quality matters more than numbers

Track practical experience, assessment results and continued participation.

Different starting points are recognised

Developing federations should receive appropriate support and flexibility.
Learning on the job

Championships as development

Lean international leadership

A small group of experienced iF3-appointed officials provides technical oversight.

Strong local and regional workforce

Host federations recruit officials and volunteers well in advance.

Structured mentoring on site

Briefings, rotations, feedback and post-event evaluation build capability.

Lasting regional legacy

Each event should leave behind more competent, confident officials.
